Add the minced garlic to the pan and fry for another minute until fragrant. Add the ground beef and break it up with a wooden spoon. Fry for 6-8 minutes, until the ground beef is browned and cooked through.
Season the ground beef mixture with salt, black pepper and paprika. Add the diced red pepper and cook for 3–4 minutes until slightly softened.
Stir in the diced tomatoes, ketchup and fresh parsley. Cook for another 2–3 minutes to blend the flavours. Remove from heat and set aside.
Prepare the potato mixture
Mash the potatoes with the softened butter, salt, garlic powder, fresh dill and 1 tablespoon olive oil. Blend until smooth and even, but do not over-blend to avoid a sticky consistency.
Assemble the stuffed potato boats
Place the hollowed-out potato shells on a baking sheet lined with baking paper. Brush the inside and edges of each shell with olive oil.
Spread the seasoned potato mixture between the 8 potato shells to form a base layer. Cover each potato skin with the prepared meat mixture and distribute it evenly.
